The Borough Council of Chelmsford in eastern England has unveiled plans for a EUR 2.27 bn revamp of the town, including new homes, offices and up to 100,000 m[sup]2[/sup] of retail space. The scheme, named Chelmsford Tomorrow, aims to transform Chelmsford into 'the leading regional centre in the East of England and the economic, cultural, leisure and shopping centre of Essex,' said Roy Whitehead, leader of the council.

'Many regeneration projects aim to transform a badly run-down area through renewal. Not so in Chelmsford. We want to make a great town even better,' he added. The revamp scheme will include a racecourse and a cultural quarter with a performing arts complex, an entertainment venue, an ice rink, and a leisure centre.
