Local and regional authorities in Brussels have launched a search for development partners for the 300,000 m2 Neo Brussels mixed-use project.

The government agencies formally published 'competitive dialogue' notices in the EU official journal and the Bulletin of Adjudications on Tuesday as required by law.

Competitive dialogue rather than a more conventional tender system is used for particularly complex procurement as it allows the commissioning agency to told talks with potential bidders to agree the most suitable solutions to meet the requirements.

The first contract notice relates to the construction of a convention centre and a hotel at the 68-hectare site on Heyzel Plateau in the city.

The second contract notice relates to the construction of a 72,000 m2 shopping centre as well as 9,000 m2 of leisure facilities, housing, offices and car parks. The shopping centre, leisure space and possibly a hotel will be included in the first tranche.

The Neo scheme will, according to the public agencies, lead to the regeneration of the Heyzel Plateau as a strategic centre for the development of Brussels as an international city.
