A consortium comprising Keppel, Rotterdam-based Advario and Japan’s Sumitomo Corporation, will undertake the next phase of Singapore’s green hydrogen project on Jurong Island.
The consortium will proceed to undertake a FEED study across the entire value chain for a 55-65MW ammonia power plant, terminal infrastructure and bunkering solutions, laying the foundations for a potential final investment decision.
Cindy Lim, CEO of Keppel’s infrastructure division, said: “If implemented, this would be among the world’s first direct-ammonia combustion power plants—and Singapore’s first—setting a new benchmark for clean fuel solutions and global decarbonisation.”
As the owner and operator of the 1,300MW Keppel Merlimau Cogen Power Plant, Keppel has also developed and operates Singapore’s first hydrogen-compatible power plant and its first cross-border low-carbon power importer.

We have been intensively exploring ammonia bunkering since 2021, laying the groundwork for the solutions we are now advancing in close partnership with Singapore’s regulators.
“Achieving true scale and commercialisation, however, is a challenge that no single company can tackle alone – it demands bold collaboration across the entire maritime value chain.”
