New York State Common Retirement Fund - Marjorie Tsang has been named interim chief investment officer at the $146.9bn (€104bn) pension fund for state employees following the departure of Raudline Etienne, who has held the position since March 2008. Tsang was previously assistant comptroller for real estate investments.
AllenbridgeEpicInvestment Advisers - Ray Marshall has been named private equity and infrastructure sector specialist, joining from BTG. He has previously worked at Invesco Private Capital.
European Public Real Estate Association (EPRA) - Ulrich Höller, vice-president of the German Property Federation (ZIA), has been elected to EPRA's board of management in a move that signals closer cooperation between the two organisations. Höller, who is also managing director of DIC Asset, said many issues facing real estate investors were now best solved on a European basis.
Genesta - Genesta Property Nordic has recruited Per Haraldsson as controller. Haraldsson, who has nearly 15 years of experience in property finance, property valuation and analysis, most recently worked as business controller at Steen & Ström. He has also worked as an accountant, controller and market analyst Citycon, Rodamco and Jones Lang LaSalle.
Heitman - The investment management firm has appointed Jerome Fouille as senior vice-president in its acquisitions team. The Frenchman, who joins from Tishman Speyer, where he worked on acquisitions of French, German, Spanish and UK property, will be based in Heitman's London office, reporting to Rob Reiskin, managing director and co-head of the firm's European operations.
IVG Immobilien - Christian Kühni and Hans Volkert Volckens have been appointed to the board of management, as well as assuming the roles of chief operating officer and chief financial officer, respectively. Kühni most recently worked as managing director for product development and fund management at Wealth Management Capital Holding, having also spent time at HypoVereinsbank and ABB Immobilien. Volckens, meanwhile, has worked as a tax lawyer and was previously managing director of Hannover Leasing.
Pramerica Real Estate Investors - PREI's Asian operations have announced five new appointments. Koichiro Maeda joins from Mitsubishi UFJ Morgan Stanley Securities as managing director and portfolio manager, while Benett Theseira joins the Singapore office as managing director for Southeast Asia. Theseira previously worked at MEAG Pacific Star Asia and Pacific Star Capital. Taeyun Won has been appointed managing director in charge of investments and client management for PREI's Korean operation, having spent nearly two decades as a commercial real estate lawyer at Evergreen Law Group and Shin & Kim in Seoul. The final two appointments concern the company's Hong Kong office, with Henry Chin and Joyce Lo joining as head of Asia Pacific research and strategy and senior vice-president for client management and product development, respectively. Chin has previously worked at Deutsche Bank Asset Management's real estate arm RREEF as global real estate strategist, while Lo most recently worked at Sniper Capital.
Savills - Pierre Olivier Defour and Stéphanie Gauchot-Bardet join the company's Paris office and West Ile de France team headed by Serge Vayer. Defour joins as senior adviser from DBX Conseil, having spent time at DTZ and Jones Lang LaSalle. Gauchot-Bardet joins the company's office agency team from DYZ.
